User Registration for Form 'C' and Form 'S'

Introduction of FRRO Form C:

Accommodations in India highlight the requirements for all foreign nationals who need a place during their stay in the country. Government-issued IDs, passports, Indian visa extension, and contracts between the host and the guests are mandatory.

If foreign nationals will stay more than 180 days in India, the Indian Government requires foreigners to register in FRRO. Foreigners have to register fourteen days upon arrival in India. Locals who manage accommodation and accept foreign guests have to fill out C-Forms.

In compliance with the Foreigners Act 1946 and Registration of Foreigners Rules 1992, a person who owns property across India and accommodates foreign guests with monetary value must submit FRRO Form C. The order states the need to register foreigners upon arrival in the country for security, safety, and tracking purposes.

Hosts who manage lodging houses, guest houses, Dharamshala, homestays, hotels, resorts, or individual houses and provide accommodation 24 hours upon arrival of foreign guests in India are mandatory to submit C-Forms. It is applicable for both short-stay or long-term guests.

If the hosts and guests fail to comply with the requirements, they are subject to paying fines and penalties or a minimum of five years imprisonment.

How can I get a C Form?

C-form for address proof in India, Please visit https://indianfrro.gov.in/frro/FormC/menuuserreg.jsp fill in the appropriate details.

Go to sign up. Select Register as Personal Home. Generate username and password along with home owner details. Now Login, Go to New C-Form, Enter Applicant Details and Upload a Photo (of the Applicant). After Final Submission, Go to Bulk C-Form Print, Download Recently Submitted C-Form, Upload PDF File in Your Application Here.

Frro And C-form Registration Process And Requirements:

First, the host should lodge FRRO registration online or visit a registration officer near them. There are different supporting documents required that depend on the type of accommodation. They may send their requirements online, visiting a local FRRO office, or via courier.

FRRO Supporting documents needed from hoteliers, homestays, Dharamshala and institutions and B&Bs:

• Two copies of the signed registration (Printed from the website)
• Address of premises
• Proof of Ownership
• License to operate on a commercial basis

FRRO Supporting documents needed from individual houses:

• Two copies of the signed registration (Printed from the website)
• Utility bills under the name of the host
• Property tax receipt from Indian local authorities
• Rent agreement or deed of sale under the name of the host

Once the hosts complete registration, they can proceed with the submission of C-Forms electronically via the Bureau of Immigration (BoI) portal.

Generally, hosts do not need to visit FRRO officers once they complete the registration process. C-Forms are available online for everyone’s convenience, but in rare instances, the local FRRO office may ask the hosts to present physical copies. They can delegate a representative to give the documents on their behalf.

Below is the policy a host must follow related to C-Forms:

• The host can only lodge forms and send documents to designated FRRO Offices.
• Each foreign guest must register, even when traveling in a group. The host must submit the C-Form of Pakistani nationals immediately after check-in. They must call or mail the FRRO office or local SP.
• The host must submit C-Forms twice for each foreign nationals – once when they check-in and once when they check out of the host's property.
• The host should submit C-Form within twenty-four hours after the guest checked in to the property. They may follow the same timeframe for check-out C-Form submission. If the foreigner intends to stay for a few hours, the host may submit the form as soon as they check in to the property.
• If the host could not complete C-Forms because of internet connection issues, they may visit the nearest FRRO office.
• If there are no local FRRO offices nearby, the hosts may present the physical C-Form to the local Superintendent of Police (not to the local police station.)

Indian nationals and international students have separate registration that requires a different type of form.
